Mogadishu now looks set to have two governments as the city enters a period of political turmoil and two rival presidents.
The plan came out of the Mudulod Clan Conference, which will reportedly bring together all Somali communities.
The proposal is going to be the speed as the state becomes the second city center
The announcement of the new government follows a period of 18 months for the outgoing Farmajo government.
Mogadishu has previously had two presidents, but it is now clear that the international community will not intervene in the ongoing plan to withdraw from Somalia.
